It shouldn't because NIL on paper isn't allowed to be paid by schools directly 

 

It's businesses offering marketing deals (or how it's supposed to be anyway)

 

If schools are paying players directly that's their own damn problem and the schools deserve to lose every cent to their name and have their administrations thrown into the street to beg for food
