Rice has her own issues, but at least has the veneer of competence and experience. Of the ones considered, she appeared the “most ready to be President”. Axelrod has an excellent political antenna, and I think he is worried with Biden being too passive and safe. He tried to warn Hillary, but they would not listen. He fears a repeat.
