Football Practice Organization

Good day to all. I am an assistant coach at a small school football program in Northwest Ohio. We have 6 coaches and a roster that averages 50 +/- per year. During practice, on most days, we will have our 22 athletes playing either starting Off/Def or on scout team. We will have a handful of athletes that will rotate in during practice in some capacity. We do not have enough coaches (as everyone has a responsibility with practice) to make sure ALL athletes are doing something during TEAM. What do other programs, your program, do with the "extra" players who are just standing on the sideline  and inevitably begin to talk and not pay attention to what is going on at practice? How do you involve your nonparticipants?  Thank you for any advice or suggestions.

There is almost always a few kids that end up lollygagging around in practice. Special teamers seemed to be some that did so on our sidelines some. 

They ran some drills on their own, but, by the end of a long practice, there are always some not engaged. 

This is with a team with a lot of coaches. A lot. Of course it's also a double sized rosted than the OP. It's just tough to keep everyone engaged for a length of time.
